Purpose:
To encourage students with outstanding academic performance in domestic public and private universities and colleges to study abroad (excluding universities and colleges in Mainland China, Hong Kong, and Macao) or conduct internships in overseas enterprises and institutions (hereinafter referred to as internship institutions), expand opportunities for young domestic students with potential to participate in international exchange and cooperation activities, integrate learning with practical application, and enrich career guidance, thereby cultivating professional talents with an international perspective and practical experience.

Based on different purposes, the grants are divided into the following four types:

1. Study Abroad Pilot Program (學海飛颺): Selects and sends outstanding students to study for credits at overseas universities and colleges.
2. Study Abroad Special Assistance Program (學海惜珠): Selects and sends financially disadvantaged students with outstanding academic performance to study for credits at overseas universities and colleges.
3. Internship Overseas Pilot Program (學海築夢): Selects and sends students to conduct workplace internships in overseas internship institutions in non-New Southbound countries to gain practical experience.
4. New Southbound Internship Overseas Pilot Program (新南向學海築夢): Selects and sends students to conduct workplace internships in internship institutions with development potential in New Southbound countries to enhance domestic students' understanding of regional cultures and deepen relationships and cooperative development with these countries.

The overseas universities and colleges referred to in Subparagraphs 1 and 2 of the preceding paragraph must be listed in the Reference List of Overseas Universities; those not listed must be recognized by the competent educational authority of the local government or by an accredited educational evaluation agency recognized by the local government.

The New Southbound countries referred to in Subparagraph 4 of Paragraph 1 include 18 countries: Indonesia, Vietnam, Laos, Brunei, Thailand, Myanmar, the Philippines, Cambodia, Singapore, Malaysia, India, Pakistan, Bangladesh, Nepal, Bhutan, Sri Lanka, New Zealand, and Australia.

Applicant Entities: Domestic public and private universities and colleges (excluding military and police academies, hereinafter referred to as recommending institutions) serve as the applicant entities. Each recommending institution must provide matching funds for each grant type, which shall not be less than 20 percent of the total grant amount approved by the Ministry of Education (MOE).

Eligibility Criteria:

1. Must hold citizenship of the Republic of China (Taiwan) with registered household entry in the Taiwan area, and have studied at the recommending university for at least one semester in the current educational level (for 5-year junior college students, must be in their 4th or 5th year). In-service Executive Master's programs (domestic, in-territory, and overseas) are excluded.
2. Must meet the academic performance and language proficiency requirements set by the intended overseas host institution.
3. The host institution must be a signed sister university of our school, and the courses taken abroad must correspond to required or elective courses of the student's department/major (must take at least 6 credits of compulsory or elective professional courses in the major department).
4. For credit study in international regions (excluding Mainland China, Hong Kong, and Macao), the study period must be at least one semester (term/quarter) up to a maximum of one academic year (365 days).
5. Applicants have not previously received, nor are currently receiving, other study abroad subsidies from the R.O.C. government (e.g., overseas English study grants, etc.).
6. For all Study Abroad Grant projects, an individual applicant is limited to receiving a grant once within the same educational stage.
7. Applicants must maintain student status at our school during both the application period and the semester spent abroad; taking a leave of absence (deferral) is strictly prohibited.
8. Must comply with the guidelines set forth in the school's Study Abroad Pilot Program Selection Prospectus.

Subsidy Amount:

1. Minimum of NTD 60,000 (Subsidy items: round-trip economy class airfare, living allowance; tuition fees included for dual-degree students).
2. The actual subsidy amount awarded to each student will depend on the final budget allocated by the MOE to our school for that academic year.
3. Subsidy duration: Limited to one semester (term/quarter) or one academic year.

1. The Study Abroad Pilot Program is processed annually from late year to early the following year, following the announcements of the Office of International Affairs.

3. Students who excel academically and qualify for overseas study will be selected and nominated by their respective departments.
4. Eligible and interested students should contact their respective department offices.

5. Upon returning to Taiwan, students must report back to school and upload a Study Abroad Experience Report of 1,000 to 1,500 words (including at least 4 learning photos) within two weeks of arrival. (Format as attached)

Eligibility Criteria:

1. 1. Internship Countries: Non-New Southbound countries (USA, European countries, Japan, South Korea, etc., excluding Mainland China, Hong Kong, and Macao).
2. Number of Nominees: Each project proposal must select and send at least 3 students.
3. Student Eligibility:
   • Must hold ROC citizenship and registered household entry in Taiwan.
   • Must have studied at the university for at least one semester in current program (in-service Executive Master's programs excluded).
   • Grant under this program is limited to once per student within the same educational stage.
   • Must not concurrently receive other overseas study/internship grants from the ROC government.
4. Internship Duration: Must be at least 28 consecutive days (excluding travel time) up to a maximum of one academic year.
5. School Matching Funds: Matching funds provided by the school must not be less than 20% of the total subsidy approved by the MOE.

Subsidy Amount:

1. Approval Method: Funds are allocated by the MOE to the university, which then sets the subsidy amount for individual project proposals and students.
2. Student Subsidy: Each student receives at least one international round-trip economy class air ticket, and may receive partial living allowance.
3. Project Host Subsidy: On-site visits by the project (co-)host to overseas institutions are limited to one person. Living expenses are subsidized for a maximum of 14 days.

Key Highlights & Important Notices:

1. Each public or private university/college may submit a maximum of 10 project applications in total.
2. Relaxed Internship Duration: The original requirement of 30 consecutive days has been fully relaxed to a minimum of 28 consecutive days.
3. Prohibition of Institution Type Change: The internship organization must be an overseas enterprise or institution; changing to university laboratories or research centers abroad is strictly prohibited.
4. Dynamic Maintenance & Security Briefing: To prevent overseas scams, project hosts must update student departure and return itineraries on the official system at least 2 weeks before departure and conduct overseas safety briefings.
5. Advance Disbursement: The initial portion of funds must be disbursed to students before departure (no less than 80% of the approved grant).
6. Final Report: Within 2 weeks after returning to Taiwan, students must upload questionnaires, a 1,000–1,500 word report, and 4 photos to the Study Abroad Program Information Network; otherwise, the project cannot be closed out.
7. Applications must include a copy of the letter of consent or agreement/contract from the overseas internship institution, as well as a declaration from the school stating that no agency/broker was used.

Eligibility Criteria:

1. Internship Countries: 18 New Southbound countries (Singapore, Malaysia, Thailand, Vietnam, Indonesia, Philippines, Australia, New Zealand, India, etc.).
2. Number of Nominees: Each project proposal must select and send at least 3 students.
3. Student Eligibility:
   • Must hold ROC citizenship and registered household entry in Taiwan.
   • Must have studied at the university for at least one semester in current program (in-service Executive Master's programs excluded).
   • Grant under this program is limited to once per student within the same educational stage.
   • Must not concurrently receive other overseas study/internship grants from the ROC government.
4. Internship Duration:
   • General New Southbound Countries: Must be at least 28 consecutive days (excluding travel time) up to a maximum of one academic year.
   • Special Exception for Indonesia: Must be at least 25 consecutive days (excluding travel time) up to a maximum of one academic year.
5. School Matching Funds: Matching funds provided by the school must not be less than 20% of the total subsidy approved by the MOE.

Subsidy Amount:

1. Approval Method: The total actual grant amount for each individual internship project is directly reviewed and approved by the MOE.
2. Student Subsidy: Each student receives at least one international round-trip economy class air ticket, and may receive partial living allowance.
3. Project Host Subsidy: On-site visits by the project (co-)host to overseas institutions are limited to one person. Living expenses are subsidized for a maximum of 14 days.

Key Highlights & Important Notices:

1. Special Restoration of Disadvantaged Status: If low-income or medium-low-income students have their domestic welfare status revoked due to interning abroad for over 183 days, the school must proactively assist them in applying for welfare reinstatement under the "Post-Return Special Subsidy Program."
2. Relaxed Internship Duration: Reduced to 28 consecutive days for general New Southbound countries, while the special exception for Indonesia remains at 25 consecutive days.
3. No Cap on Project Applications: Unlike the general Internship Overseas Pilot Program, there is no limit of 10 project applications per school.
4. Strict Prohibition on Unauthorized Changes: Since New Southbound projects are independently reviewed as specific sub-projects, host countries or internship institutions cannot be changed at will. If changes are necessary due to force majeure, prior approval must be submitted to the MOE.
5. Restrictions on Project Host Subsidy: If the actual number of students participating in overseas internship falls below 3, the MOE will directly cancel and claw back the subsidy funds for the project host.
6. Dynamic Maintenance & Security Briefing: To prevent overseas scams, project hosts must update student departure and return itineraries on the official system at least 2 weeks before departure and conduct overseas safety briefings.
